CMDS Fellows Contribute to New OSCE SAIFE Policy Manual

A new policy manual by the OSCE Representative on Freedom of the Media discussing the impact of Artificial Intelligence on the freedom of expression has been co-authored by our Media Policy Hub Member Krisztina Rozgonyi, and the contributors include our Fellows Joan Barata, Amy Brouillette, Francesca Fanucci, Sejal Parmar, Courtney Radsch and Veszna Wessenauer.

Damian Tambini, who is a part of our team on the Uncovering Media Influence in the UK project was also an expert for the manual. The copy editing was done by our Fellow Tom Popper.

The policy manual “is the culmination of two years of research and several expert workshops,” its foreword states, putting a spotlight on artificial intelligence and freedom of expression (SAIFE).

The document explores, and makes recommendations in, the areas of the use of artificial intelligence in content moderation, with a focus on both illegal content, including security threats, and legal but potentially harmful content. It also looks at artificial intelligence in content curation, with a focus on content recommender systems and their impact on media pluralism; as well as AI tools used in surveillance-based advertisement.

The work of the expert group on the impact on media pluralism of AI-based tools for content creation and the development of the report on it was led by Krisztina Rozgonyi.
