Despite the growing frequency and nastiness of hate speech, there is no consensus on what the legal responses should be. Neither proponents of banning hate speech because of its content, nor proponents of banning incitement to hatred only when it causes imminent danger can clearly identify the legal limits of speech. This forum aims to shed new light on two schools of legal responses to hate speech.

The event builds on discussions outlined in a recent publication The Content and Context of Hate Speech - Rethinking Regulation and Remedies (edited by Michael Herz and Peter Molnar, Cambridge University Press, 2012). Following the discussion, there will be a theater performance by CEU students and Peter Molnar, produced by his Department of Public Policy course Enabling Policies for Responding to "Hate Speech" in Practice.
