Dragomir Among Experts Preparing Report for Council of Europe

The report is on Ukrainian legislation concerning current and possible alternative models of financing of the public broadcaster. A presentation of the report will be held in Strasbourg on January 24.

The report was requested by the Verkhovna Rada Committee on Freedom of Speech and Information Policy in the frame of the Council of Europe “Strenghtening freedom of media, access to information and reinforcing public broadcasting system in Ukraine” Project and was prepared by three experts:

  • Marius Dragomir, Director of Center for Media, Data and Society at Central European University;
  • Tanja Kerševan Smokvina, Associate Partner at Wagner-Hatfield and Visiting Lecturer at University of Maribor;
  • Victor Maziarchuk, Manager and Chief Economic Analyst at the Financial and Economic Analysis Office in the Verkhovna Rada of Ukraine.

The purpose of this report was to provide an expert opinion on the existing model of financing the public service broadcaster in Ukraine and to explore possibilities for creating an alternative model. The report proposes scenarios and recommendations that are viable in the current Ukrainian context, presents overview of existing European and international funding models and analyzes what would and what would not work in Ukrainian realities.
